Currency Exchange Rate Transparency Act - Subjects any bill implementing a trade agreement between the United States and another country (or extending permanent normal trade relations) to a point of order unless the bill is accompanied by a Presidential certification, approved by Congress, stating that, in the 10 years prior to the certification, the government of the country has not engaged in the intervention or manipulation of the rate of exchange between its currency and the U.S. dollar in order to prevent effective balance of payments adjustments or gain unfair competitive advantage in international trade.
