Expresses the sense of Congress that: (1) non-defense, non-security, non-veterans discretionary spending by the federal government in FY2011 should be reduced by 20% from FY2010 spending levels; and (2) if such percentage reduction is not achieved, the rates of basic pay for employees in the executive and legislative branches should be reduced by 15%, beginning in FY2012.
