Referred to the Committee on the Budget, and in addition to the Committees on Oversight and Government Reform, and House Administration, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned.
Expresses the sense of Congress that: (1) non-defense, non-security, non-veterans discretionary spending by the federal government in FY2011 should be reduced by 20% from FY2010 spending levels; and (2) if such percentage reduction is not achieved, the rates of basic pay for employees in the executive and legislative branches should be reduced by 15%, beginning in FY2012.
