License Plate Political Slush Fund Prevention Act of 2011 - Requires the Secretary of Transportation (DOT) to withhold 15% of a state's apportionment of certain federal-aid highway funds if the state allows proceeds from license plate sales to go to partisan political organizations. Requires funds withheld from a state to be deposited in the Treasury and used for deficit (or, if there is no federal budget deficit, to reduce the federal debt).
