Authorizes the Administrator of the Small Business Administration (SBA) to make $4 billion in guarantees of debentures of small business investment companies (SBICs) for programs under title III of the Small Business Investment Act of 1958 (the Act). Amends the Act to increase from $225 million to $350 million the maximum amount of outstanding leverage to be made available by the SBA to two or more commonly-controlled SBICs.
