Amends the federal judicial code to provide that the statute of limitations applicable for commencing actions by certain terrorism victims against foreign states (and employees of such states) designated as state sponsors of terrorism is an affirmative defense that is waived by such foreign state or employee if not timely raised in a responsive pleading.
