Prohibits direct U.S. assistance to Egypt unless the President certifies to Congress that the government of Egypt: (1) is not detaining, prosecuting, or preventing the exit from Egypt of any person working for a nongovernmental organization supported by the U.S. government on the basis of the person's association with such organization; (2) is not holding the property of such a nongovernmental organization or of a person associated with such organization; and (3) has dropped all charges against such persons and is no longer seeking their arrest or extradition to Egypt for trial.
