Common Sense Waiver Act of 2011 - Authorizes the Administrator of the Environmental Protection Agency (EPA) to waive any emission standard or other requirements for hazardous air pollutants under the Clean Air Act applicable to the control of asbestos emissions in the demolition or renovation of a building if the the building has been condemned and there is a reasonable expectation of the building's structural failure. Requires the Administrator to approve or disapprove a request for such a waiver within 90 days or the request shall be deemed to be approved.
