Back to Basics Job Creation Act of 2011 - Amends title XX (Block Grants to State for Social Services) of the Social Security Act to require the Secretary of Health and Human Services (HHS) to make grants to eligible entities to assist low-income individuals and individuals who have been unemployed for at least three months in developing self-employment opportunities.
