Improving Contracting Opportunities for Veteran-Owned Small Businesses Act of 2012 - Directs the Secretary of Veterans Affairs, for purposes of meeting Department of Veterans Affairs (VA) contracting goals with respect to small businesses owned and controlled by veterans, to include the acquisition of goods and services through the use of a federal supply schedule of the General Services Administration (GSA).
