Prohibits the Attorney General or Secretary of Defense (DOD) from obligating funds for the National Drug Intelligence Center in Johnstown, Pennsylvania, except for activities related to its permanent closing and relocation of activities, as determined necessary by the Attorney General in consultation with the appropriate federal agencies.
