Small Business Size Standard Flexibility Act of 2011 - Amends the Small Business Act (the Act) to authorize the Chief Counsel for Advocacy of the Small Business Administration (SBA), in addition to the SBA Administrator, to specify definitions or standards by which a business may be determined to be a small business (size standard) for purposes of the Act or the Small Business Investment Act of 1958. Requires Chief Counsel approval of any size standard prescribed by the Administrator. Authorizes the party seeking judicial review of a rule which includes a size standard approved by the Chief Counsel to join the Chief Counsel as a party in such action.
