Authorizes the Secretary of the Interior or the Administrator of General Services (GSA), as applicable, to permit a sponsor authorized to establish a commemorative work in the District of Columbia and its environs to acknowledge donor contributions at such work. Requires the Secretary to approve such plan if it: (1) allows only short, discrete, and unobtrusive acknowledgments or credits; (2) does not permit any advertising slogans or company logos; and (3) conforms to applicable National Park Service guidelines for indoor recognition. Requires the sponsor to: (1) bear all display expenses; and (2) submit a display plan to the Secretary for approval before the display. Allows resubmission of a revised plan if the original plan is not approved.
