Research First Act of 2013 - Appropriates, for FY2013, an additional $1.55 billion to the National Institutes of Health (NIH).
Rescinds: (1) $400 million from the Department of Defense--Overseas Contingency Operations--Operation and Maintenance--Afghanistan Infrastructure Fund account, and (2) $1.15 billion from the Department of Defense (DOD) account.
