Amends the federal criminal code to repeal provisions granting Environmental Protection Agency (EPA) personnel law enforcement powers with respect to the investigation of criminal violations of laws administered by EPA. Requires any criminal enforcement and investigative authority and functions of EPA not delegated to state or local law enforcement to be transferred to the Director of the Federal Bureau of Investigation (FBI).
