Makes it in order, upon adoption of such resolution, without intervention of any point of order, to consider the resolution (H. Res. 565) calling upon Attorney General Eric H. Holder, Jr., to appoint a special counsel to investigate the targeting by IRS of conservative nonprofit advocacy groups.
