No Homeland Security, No Pay Act
Requires the appropriate payroll administrator of each house of Congress to withhold a portion of the pay of a Member of Congress during a shutdown of the Department of Homeland Security (DHS) equal to the product of one day's worth of pay under the annual rate and the number of 24-hour periods during which the DHS shutdown is in effect.
Requires any amount of pay of a Member of Congress in the 114th Congress that is withheld due to a DHS shutdown to be held in escrow until the last day of the 114th Congress and released for payment to Members at that time.
