Responsible Transfer of Firearms Act
This bill amends the federal criminal code to make it a crime to sell or transfer a firearm to prohibited person, unless the transferor takes reasonable steps to determine that the recipient is not prohibited from firearm possession. (Current law makes it a crime to sell or transfer a firearm to a prohibited person if the transferor knows or has reasonable cause to believe the recipient is prohibited from firearm possession.)
