Expresses the sense of Congress that: (1) the Occupational Safety and Health Administration should update regulations concerning refinery and chemical plant safety, and (2) the Environmental Protection Agency should update its Risk Management Plan rule pursuant to the Clean Air Act Amendments of 1990.
