All Circuit Review Act (Sec. 2) This bill makes permanent the authority for a federal employee (or applicant for federal employment) or the Office of Personnel Management to appeal, in any federal appeals court of competent jurisdiction, a final order or decision of the Merit Systems Protection Board on a claim alleging reprisal for making a protected disclosure (i.e., whistle-blowing) or for engaging in certain protected activities (e.g., refusing to obey an order that requires a violation of law). The bill applies retroactively to November 26, 2017.
