Rodchenkov Anti-Doping Act of 2018 This bill prohibits certain conduct to facilitate doping fraud (i.e., the use of a performance-enhancing drug to gain an unfair competitive advantage) at a major international competition. Specifically, the bill makes it unlawful to knowingly and intentionally: participate in doping fraud; administer a performance-enhancing drug; manufacture, distribute, dispense, or possess a performance-enhancing drug with the intent to commit or attempt to commit doping fraud; or retaliate against an individual who discloses evidence of doping fraud. The bill sets forth civil remedies and criminal penalties—a fine and a prison term of up to five years—with respect to a violation.
