This bill requires Department of Defense (DOD) contracting officers, when evaluating offers to perform contracts greater than $25 million, to consider whether an offering entity provides training and development programs for its workforce that are consistent with DOD needs, including training through a qualified training program (e.g., a program eligible for funds under the Workforce Innovation and Opportunity Act).
