Free Right to Expression in Education Act This bill requires public institutions of higher education to allow a person to engage in noncommercial, expressive activity in outdoor areas on campus if the person's conduct is lawful. Expressive activities include (1) distributing literature; (2) carrying a sign; (3) circulating a petition; or (4) peacefully assembling, protesting, or speaking. They exclude violence, harassment, or obscenity.
