Helping Entrepreneurs Affects Regulatory Decisions Act of 2019 or the HEARD Act of 2019 This bill permits agencies to convene required review panels through electronic participation when conducting the initial regulatory flexibility analysis of a proposed rule. It also requires agencies to facilitate the electronic participation of small businesses in such panels.
