Fairness for Housing Communities Act of 2019 This bill requires that the amount of any penalty or assessment imposed by the Department of Housing and Urban Development (HUD) because of a false claim made in connection with certain public housing assistance be returned to HUD. HUD may establish a Fraud Compensation Fund consisting of such amounts.
