Restoring, Enhancing, Securing, and Promoting Our Nation's Safety Efforts Act of 2019 or the RESPONSE Act This bill expands resources for mental health treatment and behavioral intervention, establishes task forces to investigate and prosecute individuals for certain offenses involving firearms, and limits the scope of federal appeals for individuals who commit murder involving acts of terrorism or hate crimes.
