This bill reorganizes the Department of Veterans Affairs (VA) Chaplain Service, allows chaplains to provide clinical services, and prohibits the VA from requiring chaplains to perform any rite, ritual, or ceremony that is contrary to their conscience, moral principles, or religious beliefs.
