National Defense Strategy Implementation Act This bill requires the Department of Defense (DOD) to report on and plan means to defeat China and Russia in competition and war. Specifically, the bill requires DOD to report on operational concepts and plans concerning China and Russia, including on key strategically significant scenarios identified in the National Defense Strategy; requires DOD to develop and implement a plan to strengthen the analytic capabilities, expertise, and processes necessary to meet the strategy; directs the Commission on the National Defense Strategy for the United States to report annually on the execution of the strategy and makes the commission permanent.
