The Federal Employee Return to Work Act would restrict pay increases for federal employees who work remotely at least one day per week or 20 percent of the time under alternative schedules. These "covered employees" would be prohibited from receiving annual pay adjustments and would instead be locked into the lowest federal pay locality rate, known as "Rest of U.S.," without any future adjustments. The bill exempts certain employees from these restrictions, including those with disabilities receiving accommodations, Foreign Service members, federal law enforcement officers, and active-duty military personnel. The legislation would take effect on the first day of the first full fiscal year after it becomes law. The bill essentially penalizes remote workers by freezing their pay and preventing them from receiving cost-of-living or merit-based raises that other federal employees receive.
