The SAFER Schools Act of 2024 directs the federal Cybersecurity and Infrastructure Security Agency to establish safety standards requiring schools that receive federal funding to install or upgrade their interior and exterior doors to better withstand security threats. Within 90 days of the bill's passage, CISA must form an advisory committee including representatives from law enforcement, school safety experts, educators, parents, and construction professionals to develop recommendations for reinforced door requirements, performance standards, installation procedures, and testing protocols. The committee must ensure that reinforced doors protect students and staff while still allowing law enforcement to pursue threats and enabling safe evacuation during emergencies. CISA must submit its findings to Congress within one year and issue final safety rules within six months after that. The bill authorizes $100 million annually for ten years through the Homeland Security Grant Program to help schools pay for implementing these door reinforcement requirements.
