The Dropbox Access Act would require every county in the United States to provide secured ballot drop boxes for absentee voters in all federal elections. States would need to make these drop boxes available for at least 45 days before Election Day through the close of polls, with the number of boxes determined by county population—at least one box per county, or one additional box for every 20,000 registered voters. The drop boxes must be accessible to people with disabilities and those with limited English proficiency, located in underserved communities including rural and tribal areas, available around the clock, and positioned near public transportation where possible. The bill also requires states to consult with tribal leaders when placing boxes on tribal lands and to post voting requirement information at each location. The legislation would take effect for the November 2025 general election and all subsequent federal elections.
