The STRAFE Act requires the Office of Personnel Management to develop and implement mandatory training within 180 days for senior federal employees in key agencies, including those in intelligence, defense, law enforcement, diplomatic, and regulatory roles. The training must teach these employees that they cannot oppose, obstruct, or impede lawful directives from the President, Vice President, or political appointees, and must explain the violations and penalties associated with such resistance. All covered employees must complete the training within 30 days of their appointment and annually thereafter, signing a written acknowledgment each time. The bill also establishes reporting requirements for federal agencies to document complaints about employees who resist presidential directives and submit these reports to the Executive Office of the President every six months. Federal employees who violate these requirements face penalties including removal from office, suspension, demotion, a civil penalty of up to $1,000, or a combination of these consequences.
