Referred to the Committee on House Administration, and in addition to the Committee on Armed Services, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned.
The Military VOTE Act directs the Department of Defense to provide voter registration materials to service members when they enlist or are commissioned in the military. Specifically, the military must ask eligible service members if they want to register to vote, provide them with a mail registration form, help them complete it, and transmit the form to state election officials. The bill also strengthens voting access for military members stationed overseas by requiring states to send absentee ballots electronically unless voters prefer another method, mandating that states maintain accurate contact information for military voters, and allowing service members to submit a single absentee ballot application that automatically applies to all future federal elections. Additionally, the legislation requires the Pentagon to evaluate whether military transfer information packets adequately inform service members about voter registration within one year of enactment. The bill contains safeguards ensuring that the military remains neutral on political matters and that voting decisions do not affect service eligibility.
