The COACH Act directs the Small Business Administration to create and publish a comprehensive resource guide for child care providers operating as small businesses within one year of the bill's enactment, then update it at least every five years. The guide will cover critical business topics including operations, finances, legal compliance, training and safety, and quality standards, with information tailored to different child care business models. Before publishing, the SBA must consult with the Department of Health and Human Services, state child care agencies, local resource and referral organizations, and other relevant entities to ensure the guide meets providers' needs. The resource guide must be published in English and the ten most commonly spoken languages in the United States, made available on the SBA website, and distributed through the SBA's offices and network partners including women's business centers and small business development centers. This legislation aims to help child care providers, particularly sole proprietors and those with limited administrative capacity, navigate the business and regulatory requirements of running a child care operation.
