This bill amends the federal disaster relief law to streamline recovery processes following major disasters. It exempts vessels from certain shipping regulations for 180 days after a disaster is declared to enable faster disaster relief delivery, and removes prevailing wage requirements under the Davis-Bacon Act for disaster repair projects. The bill also creates an Emergency Recovery Board that must be established within 30 days of each disaster type to review recovery procedures and submit recommendations to Congress within 30 and 90 days. Additionally, the legislation allows federal funds to be used for technological improvements to facilities during disaster repairs if those improvements were already scheduled and funded before the disaster occurred. The bill affects states and local governments recovering from major disasters, as well as federal agencies involved in disaster relief including the Department of Transportation, Department of Homeland Security, FEMA, and HUD.
