Referred to the Committee on Energy and Commerce, and in addition to the Committees on Natural Resources, and Agriculture, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned.
The Youth Climate Leadership Act of 2024 establishes youth advisory councils within five federal agencies: the Environmental Protection Agency, Department of the Interior, Department of Energy, Department of Agriculture, and Department of Commerce. Each council will consist of 15 to 25 members aged 16 to 29 who provide recommendations to their respective agency on environmental issues affecting young people, with at least 50 percent of members coming from disadvantaged communities as identified by federal environmental justice tools. The councils will focus on helping disadvantaged communities address environmental problems, measuring climate and pollution impacts on youth, and advancing environmental justice and climate resilience. Each council must meet at least annually, hold open public meetings, and submit annual reports with recommendations to the agency head. The bill authorizes $250,000 per year for each of the five agencies from fiscal years 2025 through 2035 to support the councils' operations and administrative needs.
