This bill establishes a 15-member Commission on Federal Natural Disaster Resilience and Recovery within the Office of Management and Budget to study and recommend improvements to how the federal government handles disaster preparedness, response, and recovery. The commission will include emergency managers, state and local officials, health professionals, infrastructure experts, and representatives from private sector and nonprofit organizations. The commission must submit interim reports every six months and a final comprehensive report within two years that recommends administrative and legislative reforms, reviews all federal disaster-related programs and funding, and identifies ways to reduce duplication and inefficiency across agencies. The commission will have access to data from federal agencies and will be terminated 60 days after submitting its final report. No new funding is authorized for this effort, with costs drawn from existing Office of Management and Budget appropriations.
