The Disability Voting Rights Act amends federal election law to require states to provide people with disabilities better access to voter registration and absentee voting for federal elections. States must establish procedures allowing voters with disabilities to request and receive voter registration and absentee ballot applications by mail and electronically, and must send blank absentee ballots to these voters within 45 days of election day when possible. Each state must designate a single office to provide voting information to all disabled voters statewide and establish at least one electronic communication method for voters with disabilities to request materials and obtain election information. The bill also expands and reauthorizes a federal grant program that provides funding to states for making polling places physically accessible and for developing accessible absentee voting systems compatible with assistive technologies used at home. These requirements take effect for federal elections held on or after January 1, 2025, with states able to request a waiver from the Attorney General for the 45-day absentee ballot deadline only in cases of documented hardship.
