Within one year of enactment, the Council must provide recommendations to agencies on developing data systems, sharing data across government, managing artificial intelligence training data, and handling synthetic data, with the Director of the Office of Management and Budget issuing guidance based on these recommendations. The legislation also requires the creation of a public inventory of all federal Chief Data Officers and their responsibilities, with the Government Accountability Office reporting to Congress every two years on whether these efforts improved government's use of data and evidence. The bill authorizes no additional spending and sunsets on December 14, 2031.
