# Prefabricated Housing and Zoning Enhancement Act of 2024
This bill aims to address housing affordability and supply shortages through four main approaches. First, it establishes a $10 billion annual grant program administered by the Department of Housing and Urban Development to reward local governments that implement zoning and permitting reforms that increase housing supply and affordability, with priority given to communities supporting community land trusts. Second, it creates a $30 billion prefabricated housing grant program to support manufacturers and developers of modular, panelized, and manufactured housing, along with a 20 percent tax credit for manufacturers investing in prefabricated housing facilities. Third, the bill dedicates $1 billion to establish National Prefabricated Housing Technology Centers focused on research, workforce training, and innovation in factory-built housing, plus $1 billion for research grants and $15 billion for community affordable housing development projects using prefabricated methods. Finally, it requires the federal government to develop a National Building Code for Affordable Housing within three years and allocates $10 billion to help states and localities adopt this standardized code.
