This bill directs the Secretary of Health and Human Services to commission a comprehensive study on the health impacts of kinetic impact projectiles, commonly known as rubber bullets and similar non-lethal ammunition used by law enforcement. The National Academies of Sciences, Engineering, and Medicine must complete the study within one year of the bill's enactment and analyze the frequency and severity of injuries caused by these projectiles, demographic breakdowns of affected individuals by race, treatment options and their effectiveness, and how often law enforcement uses them domestically. The study results and recommendations will be submitted to Congress within six months of completion and made publicly available online, with annual updates to follow. The bill authorizes $2 million in funding for fiscal year 2025 to cover the costs of conducting this research.
