The Whole-Home Repairs Act of 2024 establishes a federal pilot program to help low- and moderate-income homeowners and small landlords repair and improve their homes. The program provides grants directly to eligible homeowners earning up to 80 percent of their area's median income to fund repairs, and offers loans to small landlords who own fewer than 10 rental properties to make repairs while keeping rents affordable. Eligible repairs include accessibility improvements for seniors and people with disabilities, fixes to ensure homes are safe and livable, energy and water efficiency upgrades, and weatherization. The Department of Housing and Urban Development will award grants to between 2 and 10 implementing organizations (typically local governments or nonprofits) in different states to administer the program, with an emphasis on serving rural, suburban, and urban areas. The program is funded through up to $25 million in existing housing and lead hazard funds and will operate as a pilot through October 1, 2029, with requirements for annual reporting on outcomes and program integrity.
