Referred to the Committee on Oversight and Accountability, and in addition to the Committees on Small Business, Transportation and Infrastructure, and Armed Services, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned.
This bill would eliminate federal government contracting preferences for disadvantaged and minority-owned businesses. Specifically, it removes provisions from the Small Business Act that currently allow preference for businesses owned and controlled by socially and economically disadvantaged individuals, and it repeals the Minority Business Development Act of 2021 entirely. The bill also modifies Department of Transportation airport funding programs to reduce the percentage of grants that must go to disadvantaged businesses and eliminates racial and ethnic participation goals in those programs. Additionally, it prohibits federal agencies from considering the race or ethnicity of business owners when awarding civilian and defense contracts, and requires agencies to remove related provisions from their rules and guidance documents within 180 days of the bill's enactment. The bill affects small business owners, federal contractors, and federal agencies involved in procurement, but contains no new funding allocations or revenue provisions.
