Referred to the Committee on Armed Services, and in addition to the Committees on Foreign Affairs, Financial Services, Ways and Means, and Intelligence (Permanent Select), for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned.
This bill requires senior national security officials nominated for confirmation to publicly disclose their financial dealings with foreign governments, foreign political parties, and foreign entities during the previous five years. The disclosure requirement applies to nominees for key positions at the Department of Defense, the Department of State, the Department of the Treasury, and the Office of the Director of National Intelligence. Nominees must file these disclosures within five days of the president submitting their nomination to the Senate, and the information must be posted on each agency's publicly accessible website. Additionally, the relevant department secretaries must submit reports to Congress identifying any foreign entity work the nominee performed or requested a waiver to perform, along with details about compensation and the outcome of waiver requests. The bill contains no specific funding provisions or implementation timelines beyond the five-day disclosure deadline following nomination.
