This bill amends Medicare rules to increase funding for nursing and allied health education programs run by hospitals. Beginning immediately upon enactment, hospitals can now count both direct costs they incur themselves and indirect costs allocated from related entities as allowable expenses when training nurses and other healthcare professionals, even if those costs are incurred at affiliated organizations. The legislation affects hospitals that operate or partner with nursing and allied health education programs licensed by states or accredited by professional organizations. Additionally, the bill prohibits Medicare from recouping or reducing payments to hospitals for education-related costs that would be allowable under the new rules, and requires the government to refund any such amounts recouped during the prior six years. The Department of Health and Human Services must issue implementing regulations within 120 days of the bill's enactment.
