This bill establishes a pilot program through the Federal Emergency Management Agency to help cities better map and understand urban flooding risks. The program will award grants to 12 local governments or stormwater authorities across three tiers based on population size, ranging from large coastal cities over 800,000 people to mid-sized cities between 50,000 and 200,000 people, with priority given to areas vulnerable to sea level rise or with disadvantaged populations. Grant recipients must use the funds to develop mapping tools that assess flood risk at individual properties, incorporate climate data, and make this information publicly available online so homeowners and businesses can understand their exposure to urban flooding. The federal government will cover up to 75 percent of costs, and recipients have 18 months to complete their projects, with final reports due 30 months after receiving funds. The bill authorizes $1.2 million for fiscal year 2026 and $4.3 million for fiscal year 2027, with funds remaining available through 2029.
