The Kairo Act of 2024 requires childcare providers that receive federal funding to create and distribute a parent's bill of rights to protect children's safety and transparency. The bill applies to center-based childcare facilities, family childcare providers, and sectarian childcare organizations that receive federal funds such as Child Care Development Block Grants or Head Start funding. Required parent rights include access to state inspection reports and compliance histories, the ability to review video recordings of alleged abuse or neglect incidents within two business days, access to staff training records, contact information for state regulatory agencies and abuse hotlines, and protection from retaliation for exercising these rights. Childcare providers must provide written copies of these rights to parents no later than 45 days after the act takes effect or on a child's first day of care, whichever comes first. The Department of Health and Human Services must notify all current and potential grant recipients of these new requirements within 30 days of the act's enactment.
