Referred to the Committee on Energy and Commerce, and in addition to the Committees on Education and the Workforce, Financial Services, and Agriculture, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned.
The American Manufacturing Renaissance Act establishes a new nonprofit corporation within the Department of Commerce to develop and implement a national manufacturing strategy aimed at revitalizing domestic manufacturing. The legislation creates local Manufacturing Renaissance Councils in 30 regions across the country that will design and oversee programs to strengthen manufacturing communities while prioritizing equity, inclusion, and addressing supply chain vulnerabilities. The bill sets ambitious goals including making manufacturing 20 percent of gross domestic product by 2035, achieving net-zero greenhouse gas emissions in manufacturing by 2030, and ensuring manufacturing leadership diversity reflects local populations by 2030. The law authorizes $4 billion annually for fiscal years 2026 through 2028, with funding directed toward programs such as workforce training, business succession planning, capital access for small manufacturers, education infrastructure, and support for worker and minority ownership of manufacturing firms. The corporation will be overseen by a board including cabinet secretaries and representatives appointed by the President from labor, education, environmental, faith, and racial justice sectors.
