This bill aims to boost United States participation and leadership in developing international technical standards for artificial intelligence and other critical emerging technologies. The legislation directs the National Institute of Standards and Technology to provide Congress with a briefing within one year on current standards-setting activities and opportunities for increased U.S. involvement, and to establish a public web portal helping American businesses and federal agencies learn about and participate in international standards efforts. The bill also creates a five-year pilot program that provides grants of up to 50 percent of meeting costs to organizations hosting standards-development meetings in the United States, with a maximum cap set by the Director. The program requires $5 million in funding through fiscal year 2028, and the Director must report to Congress starting in year three and provide recommendations by year two on making the program permanent.
