Referred to the Committee on Oversight and Accountability, and in addition to the Committee on Rules, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned.
This bill would create a nine-member Constitutional Government Review Commission tasked with examining federal agencies to determine whether they operate within powers granted by the Constitution. The Commission would recommend which agency authorizing statutes should be repealed if their powers are not definitively delegated to the federal government, and it would propose how resulting budget savings should be distributed to states. Commission members would be appointed by the President with Senate confirmation, with candidates nominated by congressional leadership, and the Commission would have a five-year mandate. The bill includes expedited legislative procedures allowing Commission recommendations to bypass normal congressional committees and proceed directly to votes in both chambers, with limited debate time and no amendments permitted. Congress would authorize up to $30 million in appropriations for the Commission, and states and the public could submit agencies for review in addition to those the Commission initiates on its own.
