The STAND Act would temporarily halt most U.S. foreign aid whenever the President declares a disaster in the United States. Specifically, the bill would prohibit the State Department and the U.S. Agency for International Development from spending money on bilateral aid (direct country-to-country assistance), multilateral aid (through international organizations), and humanitarian non-defense foreign assistance for 60 days following a presidential disaster declaration under the Stafford Act. The legislation is intended to redirect resources toward domestic disaster relief efforts. Congress could waive this prohibition by passing a joint resolution, allowing foreign aid to resume before the 60-day period ends if lawmakers vote to do so. The bill would affect all ongoing foreign assistance programs during disaster periods unless Congress specifically votes to continue them.
